We added the “Ignore quoting” option to the latest version. You can get it from our download page.
I’m not sure what was your intention with this option. What I can say is that double quotes are not blocking things anymore so for me that’s ok.
But I must also add that However I check this option, checked or not, my double quotes remain output. If the purpose is to remove double quotes when it’s checked, I think it does not work properly.

The purpose of this option is the same as in the other actions that parsed delimited text - to treat double quotes not as text qualifiers, but as common characters.
The primary use case is to process a file with text values that are not text qualified but contain double quotes inside them.
