It appears that when you copy a list from an Excel workbook and try to paste into the list action, the first record will get cutoff. This happens as well when you are trying to append additional records into an already existing list.

By default, the first copied value becomes the column header.
When you copy and paste only the values but not the header, you should check the "List doesn't have a header" option in the "Paste values" dialog:
