Action "Run program" fails without path

Hello Community,
after updating to the version 5.9.7.16 when I run the Action “Run program” without any “Application” and “Working directory (optional)”, I get this error:

I just want to run an Windows CMD-Command with some Parameters.
After going back to Version 5.9.7.13 the Actions works again.
